The Accessibility Strengthening Act (German: Barrierefreiheitsstärkungsgesetz, BFSG) is a central law to promote accessibility in Germany. The law, which came into force in June 2025, aims to make products and services accessible to all people – especially for people with disabilities. In our Online Marketing Lexicon, you will learn what the BFSG regulates, who is affected, and how you can adapt your business. The Online Marketing Agency Rheinwunder supports you in implementing the requirements of the Accessibility Strengthening Act on your website with tailored solutions.

BFSG 2025 for websites

The Accessibility Strengthening Act (BFSG) of 16 July 2021 implements the EU Directive on Accessibility Requirements for digital or electronic products and services (European Accessibility Act, EAA) with regard to websites. The aim is to reduce digital barriers by making websites that offer products and services accessible. The law has been in full effect since 28 June 2025 and requires companies to systematically implement accessibility.

Accessibility Strengthening Act – Transition Period Until 2025?

The Accessibility Strengthening Act (BFSG) provided for a transition period that gave companies time to adapt their products and services to the new requirements. This period ended on 28 June 2025. Since this date, the regulations have been binding. Companies that have not yet acted should take action now, as delayed implementation can lead to legal consequences and competitive disadvantages.

Who is affected by the BFSG?

The BFSG primarily targets companies that offer products and services for the European market. Particularly affected are:

  • Digital offerings such as websites, apps, and software
  • Service sectors such as banking, e-commerce, telecommunications, and transportation
  • Product providers, e.g. for computers, ATMs, or electronic communication devices

Even small and medium-sized enterprises may be affected by the BFSG if they offer services or products in relevant areas.

What does the Accessibility Strengthening Act mean for websites from 2025?

Since 28 June 2025, the Accessibility Strengthening Act has required companies to make their websites accessible. This means that digital content must be accessible to all users – including people with disabilities. Websites must meet the WCAG requirements at least at Level AA. This concerns aspects such as:

  • Readability: Content must be clearly structured and written in simple language, complemented by sufficient contrast between text and background.
  • Navigability: Websites should provide intuitive menu navigation and an accessible search function so that all users can easily find the information they are looking for.
  • Usability: All functions of the website must be fully usable without a mouse, e.g., via keyboard or assistive technologies.

Thus, in the context of the BFSG, websites must have alternative texts for images, clear structuring and contrasts as well as user-friendly keyboard navigation. Companies whose websites do not comply with the requirements face penalties and legal consequences.

The law applies not only to large companies, but also to websites of SMEs that offer digital products or services for the European market. In particular, websites that provide services such as e-commerce, customer portals, or digital consulting services must check and, if necessary, optimise their accessibility.

Accessibility is not only a legal obligation, but also an opportunity to reach new target groups and increase customer satisfaction. Early implementation saves costs and strengthens competitiveness.

Important information about the Accessibility Strengthening Act for online shops

The Accessibility Strengthening Act is particularly significant for online shops, as they often serve as central points of contact for customers. Since 2025, online shops have had to be designed to be accessible so that all users – including people with disabilities – have access to online products and services.

The key points of the Accessibility Strengthening Act (BFSG) summarised:

  1. Requirement for accessible product presentation
Product descriptions, images, and videos must be designed to be accessible to people with disabilities. For example, by providing alternative text for images and subtitles for videos.
  2. Accessible checkout process
The entire purchasing process – from product selection to the shopping basket to payment – must be accessible. This includes clear navigation, easy keyboard operation, and screen reader compatibility.
  3. Right to accessibility
Users can assert rights to accessibility now that the law has come into effect. Complaints and legal actions against online shops that do not meet the requirements are possible.
  4. Opportunities for increased revenue
Accessibility is not just a legal obligation, but also a way to reach new target groups. People with disabilities and older customers make up a significant portion of online shoppers and appreciate accessible solutions.
  5. Accessibility as an SEO Factor
Search engines rate accessible websites positively, as they often provide better user experiences. Online shops that are accessible can benefit from better visibility in search results through search engine optimisation.

As an SEO agency, we also consider aspects of accessibility when creating and optimising website content.
